PATROL - TRAFFIC
CENTRAL RECORDS
Central records is responsible for processing all written police reports, including accidents and enters all pertinent information from these reports including the narrative from the sworn officers report into the Records Management System. File and record all moving citations issued by officers and prepare court files. Mail requests to the Secretary of State for certified driving records[abstracts] for use in court. Provide customer service for citizens and insurance companies needing copies of police reports and to provide information concerning other police and city functions. Microfilm preparation to reduce the huge volume of paper work and to provide for an orderly storage and retrieval system. The Bureau of Identification compares, classifies and files all fingerprint cards and photographs of all arrestees, and applicants for employment with the City of Waukegan Fire and Police Departments, business and liquor licenses, taxi applicants, and any other occupation that would require a background check. Train officers in the use of the Compu-capture mugshot system and with booking procedures utilizing the Jail Management System. Also maintain and upgrade this systems as needed. Responsibility also includes jail operation which consists of physical maintenance, supervision, mattress and blanket cleaning, food supplies, inspection of cells, and working with the Department of corrections to maintain compliance with Municipal Jail and Lock-up Standards. Crime studies analyzes, records, and reports all criminal activity listed on Police reports to the appropriate State and Federal agencies.
COMMUNICATIONS
This department responsibilities include the performance of all aspects of communications for the Fire and Police Departments. This includes the answering of all emergency and non-emergency phone calls; dispatching all calls that require a fire or police response; make all entries into the law enforcement computer; keep alarm computer updated and provide proper fire or police response when alarms are activated; keep all records updated which also includes the daily maintenance of the 911 MSAG [master street address guide], and daily retention of all computer generated printouts of 911 calls; run checks for officers on the street through state [LEADS] and national [NCIC] computer networks, which includes license and subject information, warrant checks as well as checking property to determine if it has bee reported stolen.
COMMUNITY SERVICES DIVISION
The Community Services Division is primarily a service oriented division responsible for a wide range of programs. The programs have been designed to educate and establish partnerships with all facets of the community in order to reduce crime, the fear of crime and improve the quality of life of all Waukegan residents.The Community Services Division organizational structure contains the following units that are responsible for providing departmental services.

COMMUNITY SERVICE OFFICERS
The Community Service Officer is created as a volunteer group, duly sworn as a C.S.O. and appointed with the approval of the Mayor and/or the Chief of Police. Some of the volunteer functions of the C.S.O. will be mandatory duties in the police booking room on weekends, traffic direction and security duties at the City's "special events" (ie. parades, festivals) and other duties as requested by the Chief of Police or his designee.
CRIMINAL INVESTIGATIONS DIVISION
The Criminal Investigations Division is responsible for conducting thorough investigations of criminal activities occurring in the City of Waukegan. The Investigations Division is divided into two Bureaus, the Detective Bureau and Juvenile Bureau. The Detective Bureau investigates criminal activity which is committed by adult offenders, while the Juvenile Bureau concentrates on those crimes that are committed by juvenile offenders. These investigations are normally considered beyond the scope of the Patrol officer's duties and can be more effectively conducted by officers in a specialized unit. Both Bureaus work together and augment each other as the need arises. The ultimate goal of this division is to reduce crime in the City of Waukegan by concentrating on vigorous, intelligent and thorough follow-up investigations of criminal offenses leading to case clearance by the arrest and successful prosecution of those persons who commit criminal acts.
EVIDENCE
The evidence officer is a sworn member of the police department and is responsible for the recording and storage of all evidence and found items collected by the members of the Waukegan Police Department. Further duties include the transportation of evidence requiring scientific analysis to and from the Northern Illinois Police Crime Laboratory. Those items necessary for court proceedings will be made available for the officers involved. Narcotics and illegal drugs will also be transported to the Crime Laboratory for analysis, storage and destruction. Found or seized moneys will also be recorded and deposited in the proper account held by the department for this purpose. It will also be the responsibility of the evidence officer to return property to its rightful owner, whether by proof of ownership or court order. Unclaimed property will be disposed of pursuant to applicable statues and ordinances.

GANG SUPPRESSION UNIT
This unit consists of sworn police officers who are specially trained, equipped and who have the full-time responsibility of the suppression of illegal gang activity within the City of Waukegan. These officers work to identify gang members, provide gang intelligence to other police units and suppress illegal gang activity through aggressive preventive patrol. they also conduct the investigation of crimes which are believed to have been committed by gang members as a function of their gang affiliated activities.
NARCOTICS UNIT
This unit consists of sworn police officers who have been specially trained and equipped to enforce laws pertaining to the possession, sale and manufacture and distribution of illegal drugs and narcotics. These officers specialize in the undercover investigation of cases involving the trafficking of controlled substances and illegal drugs where conventional police personnel and tactics have been ineffective. these officers also perform investigations of a covert nature where undercover personnel and vehicles are required, such as in complaints of gambling and prostitution.
PATROL
The patrol division consists of approximately 90 uniformed police officers assigned as necessary by time and location to protect life, property, and to preserve the peace. It provides immediate service to the community by response to calls for service and also by taking action in on-view situations. The patrol division officers are assigned in marked and unmarked cars, motorcycles and also on foot/bicycles with an emphasis towards the reduction of the opportunity for offenders to commit offenses, both criminal and traffic. Patrol officers are assigned specific zones within the city geographically designed to provide quick response to calls for service at any location in the city. They also monitor and control traffic by the enforcement of all applicable traffic laws and help motorists in need of assistance. Patrol officers also investigate traffic accidents, reports of crime and prepare all necessary written reports of these incidents. When possible those offenders responsible for any criminal acts are arrested and prosecuted through the officer's investigation and knowledge of the facts.
TRAFFIC
The Traffic Bureau provides traffic and parking enforcement throughout the city. This unit is also investigates all fatal and serious injury accidents along with the follow-up investigation of all hit and run accidents. It also processes and files all traffic accident reports, moving traffic citations and mails traffic accident reports to the state in compliance with state regulations. This unit provides traffic surveys and traffic counts upon request from the engineering department, as well as from government officials and other city agencies. Is also responsible for planning and providing traffic control and security for special events, parades, festivals, and other special functions. Further duties include the supervision of 34 school crossing guards which includes the filling of vacancies at designated corners as the need arises. In conjunction with parking enforcement the Traffic Bureau is responsible for the administrative adjudication of parking tickets. This includes the supervision of the parking administrator, who distributes and processes parking violation notices, hearing notices, fines and penalty notices, suspension and additional notices. Supervise and provide security for hearings held by the Parking hearing officer. Notify and inspect all taxicab and livery paratransit services licensed by the city. Since August 1993, the Traffic Bureau has provided an extensive DUI enforcement program under a grant from the Illinois Department of Transportation and the United States Department of Transportation. Under this grant two full time officers concentrate on DUI enforcement. As a part of this program, the Traffic Bureau has conducted selective enforcement roadblocks, public awareness and informational campaigns, seat belt surveys and enforcement.
